dci list-billing-transfer-end-customers-by-reseller resellerPmaAccountId [flags]

Same result as GET /billingtransfer/v1/end-customers, identified by resellerPmaAccountId alone (no dpmaId needed). Callable by the reseller who owns the PMA or the distributor who owns its DPMA.
